A dispute over a bill for £335 for taping off a a broken manhole cover could cost Herts county council tax-payers more than £110,000 in costs following a High Court ruling.
In July 2007 the Conservative-controlled Council billed water company Veolia for a placing two cones and some tape over a broken manhole cover, when shoppers began tripping over it.
Veolia disputed the figure and legal action was started by the council. Eventually, the Council lost the case but only after incurring costs to local council tax-payers of around £110,000!
